This position is located at the Community Living C! enter (CLC). The CLC, a 135-bed unit is located across University Avenue from the main Medical Center building. The mission of the VA Community Living Center Program is to provide compassionate care in an interdisciplinary environment to eligible Veterans with sufficient functional impairment to require the level of service and skill available in VA nursing homes. Veterans with chronic stable conditions including dementia, those requiring rehabilitation or short term specialized services such as respite or intravenous therapy, or those who need comfort and care at the end of life are served in the VA Community Living Center.

The goal of care in community living centers is to restore the resident to maximum function, prevent further decline, maximize independence, and/or provide comfort when dying. VA community living centers are well suited to providing short-term, restorative and rehabilitative care up to 100 days, and longer term care for Veterans who meet eligib! ility criteria and/or require end of life care, prolonged active rehabilitation, are unable to sustain a placement in a community nursing home, or lack clinically appropriate community alternative.

Responsibilities include evaluation and maintenance of patient care programs, resource utilization management, staff development and complete unit-level administrative responsibilities. The Nurse Manager has the responsibility of ongoing clinical management of the Unit 2 C in the Community Living Center. He/she is accountable for ensuring that high quality nursing care is delivered in an efficient and effective manner. He/she is responsible for adherence to established nursing standards, as well as Philadelphia VAMC and VHA policies and procedures within the CLC.

The manager will be a collaborative leader and decision maker for managerial and clinical aspects of the Community Living; will monitor and assure performance improvement; will recruit and engage in act! ivities that support retention of staff. The Nurse Manager will leverag! e technology to improve clinical outcomes.

QUALIFICATIONS REQUIRED:
Citizen of the United States. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia . In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. Must be proficient in spoken and written Engli! sh .

The following requirements are preferred for this position:
A master's degree in Nursing or a BSN with a master's degree in a related field.

Professional nursing experience in Medical Surgical and/or Short Stay settings.

Nurse management experience.

Certification in Gerontological Nursing or in a related field.

Demonstrated competencies in clinical practice, staff development and leadership skills.

Effective communication and organizational skills.

Demonstrated ability to work effectively with multidisciplinary groups to identify, analyze and resolve problems and improve patient care.

Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and salary of the applicant selected. Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to ! the following four dimensions of nursing: Practice, Professional Develo! pment, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows: Practice: practice, ethics and resource utilization, Professional Development: performance, education/career development, Collaboration; collaboration, collegiality, Scientific Inquiry: quality of care, research. Education/Experience Requirements:

  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, no experience.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of experience, or an ADN or Diploma in Nursing and a bachelor's degree in a related field and no experience; or a Bachelors of Science in Nursing (BSN) and no experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of experience, or an ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 1-2 year! s of experience; or a BSN with approximately 1-2 years of experience, or a Master's degree in nursing (MSN) or related field with a BSN and no experience.
  • Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 2-3 years experience or a Master's degree in nursing or related field with a BSN and approximately 1-2 years experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience.

PHYSICAL REQUIREMENTS:
Must possess men! tal and emotional stability. Functional requirements include the following abilities: Heavy lifting of 45 pounds and over, light carrying under 15 pound, use of fingers/ both hands are required, walking for four (4) hours, standing for four (4) hours, both legs are required, ability for rapid mental and muscular coordination simultaneously, near vision correctable in one eye to 20/20 and to 20/40 in the other eye, ability to distinguish shades of color, hear the whispered voice (aid permitted). Environmental Factors required: Working with hands in water, working closely with others and protracted or irregular hours of work.
