The RN Supervisor, Community Based Outpatient Clinics executes position responsibilities that demonstrate leadership, experience, and creative approaches to management of complex patient care. In this position, the registered nurse demonstrates performance and leadership that is broad enough to improve the care for a group of patients. The RN is responsible for the documented outcomes at the program or service level and demonstrates (a) leading and organizing delivery of care to assure continuity of care and peer accountability for practice, including access to care and discharge planning; (b) using advanced clinical knowledge/judgment to promote staff involvement in planning, decision-making, and evaluating outcomes; (c) fun! ctioning as an expert in clinical practice and/or areas related to assigned roles and responsibilities; (d) systematically evaluating current practice, and formulating outcomes for groups of patients and/or organizational processes within an area of expertise; (e) guiding, developing, and supporting staff from a leadership perspective, and (f) using professional standards of care, scientific evidence, and practice to evaluate programs and/or service activities.

This position will report directly to the Chief, Clinical Services. The incumbent works independently under the scope of his/her licensure. The RN Supervisor, Community Based Outpatient Clinics (CBOCs) has designated first-line supervisory authority, responsibility, and accountability for the operation of the CBOC programs, ensuring that subordinate personnel provide timely nursing care which complies with generally accepted standards of clinical practice. This includes the authority to accept, amend, or rej! ect the work of subordinates. In this position, you will have continuin! g responsibility for all the following functions: (1) planning work to be accomplished by subordinates, setting priorities and preparing schedules for completion of work; (2) assigning work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of subordinates; (3) evaluating the performance of subordinates; (4) making recommendations for appointments, advancements or reassignments of subordinates; (5) giving advice, counsel, or instruction to subordinate personnel on work and administrative matters; (6) hearing and resolving complaints of subordinates and referring more serious complaints not resolved to higher level supervisors; (7) recommending and/or taking disciplinary action where appropriate; and (8) identifying developmental and training needs of subordinates and providing or making provision for such development and training. Additionally, the incumbent is responsible for performa! nce improvement, customer service/patient satisfaction, patient and employee safety, interviewing applicants, employee relations, standards of care and practice, the work environment, and accreditation and regulatory standards. The RN Supervisor actively develops and manages collaborative partnerships with physicians and other clinicians. You will be responsible for staffing units/departments on a continual basis. The RN Supervisor is responsible for time scheduling of the clinic, coaches the staff, deals with employee conduct and performance issues, completes recurring reports and performance evaluations in a timely manner. The incumbent participates on service and medical center committees and task forces to improve nursing practice and patient care. The RN Supervisor identifies educational needs of staff and ensures that these needs are addressed and has an integral role in supporting and facilitating student nurse clinical experiences, as well as orienting new Nurse Sup! ervisors. The incumbent works in partnership with the union and adheres! to EEO principles.

Duties will be performed at the Community Based Outpatient Clinics located in Ashtabula, OH; Meadville, PA; Franklin, PA; Bradford, PA; and Warren, PA. The RN Supervisor will be domiciled at either the Community Based Outpatient Clinic in Meadville, PA or Franklin, PA and will be required to travel to the other clinics.

Work Schedule: Monday through Friday - 7:30 AM to 4:00 PM

Relocation expenses will not be reimbursed. QUALIFICATIONS REQUIRED:

Qualifications :
(1) Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unres! tricted registration will meet the requirement of graduation from an approved school of professional nursing.

(2) Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia.

(3) Must be proficient in spoken and written English.

(4) Must be a citizen of the United States.

Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and salary of the applicant selected. Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The cr! iteria are as follows: Practice: practice, ethics and resource utilizat! ion, Professional Development: performance, education/career development, Collaboration: collaboration, collegiality, Scientific Inquiry: quality of care, research.

Education/Experience Requirements:

  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, no experience.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of experience, or an ADN or Diploma in Nursing and a bachelor's degree in a related field and no experience; or a Bachelors of Science in Nursing (BSN) and no experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of experience, or an ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 1-2 years of experience; or a BSN with approximately 1-2 years of experience, or a Master's degree in nursing (MSN) or related field with a BSN and no experience.
  • Nurse II - A BSN with approximately 2-3 years of experience! , or ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 2-3 years experience or a Master's degree in nursing or related field with a BSN and approximately 1-2 years experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience.

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires a combination of walking, standing, stooping, kneeling, bending, pulling, and pushing with potentially long periods of sitting. Transferring patients and objects may occasionally be required. The incumbent may be expos! ed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or during patient procedures and care. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. Use of fingers, both hands, and near and far vision is required.

This position potentially requires flexibility in schedule and assignments. The incumbent must be poised and articulate in communicating with people of varied educational levels and varied ethnic backgrounds. You must be willing to work cooperatively as a member of a team in all assignments, make caring for the Veteran your priority while in the work setting, and demonstrate customer service principles in all aspects of work. The incumbent is self-motivated in the pursuit of meeting professional work standards. Basic Life Support (BLS) required.
