KEY REQUIREMENTS

DUTIES:
Thi! s position is located within the Eye Clinic at the Veterans Affairs Medical Center in Lebanon, PA.

Major duties and responsibilities include:
Prepares patients for treatments and examinations;

Assists eye clinic practitioners during examinations and surgical procedures;

Calibrates ophthalmology and optometry instruments;

Performs visual fields;

Obtains intraocular lens measurements;

Instills ophthalmic medications;

Interprets data produced by ophthalmology and optometry instruments;

Measures intraocular pressure;

Performs ocular coherence tomography (OCT) of the optic nerve and macula;

Obtains preliminary objective measurements;

Performs manual ultrasound axial length scans;

Performs fundus photography;

Performs anterior segment evaluations, and

Performs other related duties as assigned.

DESIGNATED DRUG-TESTING POSITION: Ap! plicants tentatively selected for VA employment in a testing designated! position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

Work Schedule: Monday through Friday, 7:30am to 4:00pm.

QUALIFICATIONS REQUIRED:
ENGLISH LANGUAGE PROFICIENCY:
In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.

In order to meet the minimum requirements for the GS-7 level you must meet one of the following:

EXPERIENCE

: You must have one full year of specialized experience equivalent to at least ! the next lower grade level in the Federal Service, providing support to medical/health care personnel such as ophthalmologists, assisting with the management of an eye clinic. This experience must be close to the work of this job and has given you the particular knowledge, skills, and abilities required to successfully perform the duties of the Health Technician (Ophthalmology). Typically we would find this experience in work within this field or a field that is closely related to assistance in an eye clinic or surgical eye practice. Specialized experience should include knowledge of patient eye-care, ophthalmology and optometry related medical terminology, eye anatomy, diagnostic procedures and techniques and experience that included performing eye tests that require specialized knowledge and skills. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities! . Applicants wishing to receive credit for such experience must indicat! e clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

EDUCATION

: You must have successfully completed one full year of graduate education or 18 semester hours in courses that are directly related to the work of this position. Graduate courses may include those associated with the optometry or vision science in the medical or nursing profession. Transcripts must be submitted with application. COMBINATION

: You must have a combination of successfully completed graduate education (in excess of the first year or 9 semester hours) in course work directly related to the work of this position and specialized experience which meet the total experience requirements for this grade level. You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

Knowledge of anatomy and physiology of the eye

Knowledge of various eye conditions

Knowledge of various ophthalmology and optometry examination procedures.

Ability to interpret test results and data produced by ophthalmology and optometry instruments.

Skill in operating various ophthalmology and optometry instruments

PHYSICAL REQUIREMENTS: Employee must be able to position patients during surgical and diagnostic procedures, stand for long periods, bend; lift, carry, push, or pull moderate loads and set up equipment. Duties also require dexterity sufficient to operate a variety of instruments and to assist in surgery procedures. As some instruments emit audible sounds during operation which the technician must respond to, good hearing is also required.

HOW YOU WILL BE EVALUATED:
Applicants will be ranked based on four quality groups, as follows:

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;

Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;

Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient! in some, but not all, of the requirements of the job; and

Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.

After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group.
